As Group Chief Executive Officer of Cogent Skills, Justine is committed to ensuring science industry employers can access the workforce skills needed for success. With over 20 years’ experience in skills development, she is a passionate advocate for vocational and technical education as a means of opening up opportunities for all.

Under Justine’s stewardship, Cogent Skills has played a central role in delivering transformational skills strategies across key sectors. This includes the National Nuclear Strategic Plan for Skills, developed through the Nuclear Skills Delivery Group, and Life Sciences 2035: Developing the Skills for Future Growth—both of which set out long-term, cross-sector approaches to securing the talent pipelines needed for national growth and innovation.

In 2023, Justine co-founded the Hydrogen Skills Alliance together with the National Composite Centre to address the skills challenges of the UK’s clean energy transition.
Justine regularly represents employer views on influential regional, national, and devolved Government policy advisory groups, helping shape skills policy across the life sciences, chemical, and low carbon industries.

Before joining Cogent Skills, Justine held senior commercial roles in food and drink manufacturing and is a graduate of Strathclyde University. Outside of work, she enjoys playing hockey, walking her dog and has proudly completed the West Highland Way.
