The Petroleum Driver Passport is an industry initiative backed by government to ensure all tanker drivers in the UK are trained and assessed to a consistent, high standard. It has been created by the Downstream Oil Distribution Forum – a partnership of employers, industry bodies and trades unions.

How does the PDP Work?

The PDP has been designed to fit in with existing industry training and be delivered alongside ADR. The PDP training and assessment module will cover the specifics of the petroleum sector. The PDP will be renewed on the same five year cycle as ADR with annual refresher training and include both classroom and practical assessment.

Who manages the PDP?

The PDP has been developed by and is owned by the Downstream Oil Distribution Forum. The Forum have appointed Scottish Qualifications Authority (SQA) who already manage ADR scheme, to manage the PDP.

What are the Benefits of the PDP? 

• Drivers are consistently trained and assessed to a high standard.
• Employers have a standard against which to train all drivers, whether training is delivered in house or externally.
• Terminals know that the PDP means drivers are appropriately trained.

PETROLEUM DRIVER PASSPORT AND DRIVER CPC PERIODIC TRAINING

All tanker drivers covered by PDP are also required to hold and maintain a Driver CPC.  A series of Petroleum Product course and module layouts have been developed with the support of JAUPT (Joint Approvals Unit for Periodic Training), to enable employers and training providers to create programmes which meet both PDP and Driver CPC Periodic Training requirements.  This enables time spent by a driver in PDP training to be recorded as Periodic Training time and therefore count towards the Driver CPC requirement of 35 hours of training in each five year cycle.

JAUPT Approval required

All Driver CPC Periodic Training must be carried out in an approved course delivered by an approved centre. These approvals are obtained from JAUPT www.jaupt.org.uk and must be obtained before training commences.

Employers and training providers wishing to combine PDP and Driver CPC Periodic Training must therefore obtain approval from JAUPT as a Driver CPC Periodic Training centre and gain approval for a course or courses before starting training activity.

Petroleum Product Course Layouts

JAUPT require all proposed courses to be set out in a template Course Layout which enables JAUPT to assess the course objectively and make their approval decision.  Driver CPC Periodic Training is typically delivered in a 7 hour course.  A course can be created by combining two 3.5 hour modules, enabling appropriate content to be delivered to a driver or group of drivers.

A series of Petroleum Product course and module layouts have been developed by Cogent Skills to provide a straightforward route for employers and training providers to submit course layouts for approval. The titling and content of these models has been reviewed by and agreed with JAUPT,  so competent submissions using these Petroleum Product course layouts will be compliant with JAUPT requirements.

Using the Model Course Layouts

Any employer or training provider using these course and module outlines must use the given title (e.g. Petroleum Product: Safe Loading and Delivery of Petroleum Product) and ensure that all course content and timings are used. Click on each of the highlighted links to download the full modules:

1. Petroleum Product: Safe Loading and Delivery of Petroleum Product – this is a 7.0 hour (420 minutes) course with classroom in the morning combining PDP refresher with company specified training and 1:1 driver training in the afternoon. This enables the PDP Practical Assessment to be completed. This is an integrated day with a relationship between the elements taught in the morning and the in-cab work in the afternoon.
2. Petroleum Product: Modular Course – any two of the 3.5 hour modules (5-9 below) can be placed together to create a 7 hour course.
3. Petroleum Product: PDP Passport Full Syllabus Module – 3.5 hours in the classroom covering the Full PDP Syllabus.
4. Petroleum Product: PDP Passport Interim Syllabus Module – 3.5 hours in the classroom covering the PDP Interim Syllabus.
5. Petroleum Product: Retail Module – 3.5 hours in the classroom covering the retail sub-sector.
6. Petroleum Product: Commercial Module – 3.5 hours in the classroom covering the retail sub-sector.
7. Petroleum Product: Home Heat Module – 3.5 hours in the classroom covering the retail sub-sector.
8. Petroleum Product: Marine Module – 3.5 hours in the classroom covering the retail sub-sector.
9. Petroleum Product: Aviation Module – 3.5 hours in the classroom covering the retail sub-sector.
10. Petroleum Product: Driver Training Module – 3.5 hours in the cab and on site providing 1:1 driver training.
